The City Charter embodies the fundamental principles of the City, defines the City's powers, duties and boundaries, and guarantees certain rights to the people.
Voters have the right to present Amendments to the City Charter to be voted on by the electors (voters) of Seattle, provided enough registered voters sign a petition in support of having the proposed Amendment(s) on the ballot.
ACTION SEATTLE is proposing a Charter Amendment for the November 2009 General Election:
SEATTLE DISTRICTS NOW - The current structure of the City Council is an all at-large Council. Each Councilmember is supposed to represent every Seattle voter. This Amendment would change the structure of the Council to 5 Councilmembers who are elected by voters from their respective districts, and 4 Councilmembers who would be at-large Councilmembers. This structure aligns our governmental structure with the majority of large cities in the U.S. where the Councils are either a majority of district positions with a smaller number of at-large positions, or are Councils of all district-based positions.
